What are the French government’s requirements regarding language proficiency in the context of immigration?


Stricter French Language Requirements for Residence Permit Applications
The French government has introduced a mandatory French language test for the foreigners who wish to stay in France long term. It has also been announced that the implementation of this measure may be brought forward from January 2026 to July 2025. 

Overview of France’s Language Policy

Foreigners seeking long-term residence in France are now required to demonstrate their willingness to integrate into French society. 

Proficiency in French is considered essential for social inclusion, employment, exercising rights, and daily communication. 

A good command of the French language opens up social and economic opportunities and is seen as a key factor for successful life in France.


French Language Test Requirement
A French language exam is now a mandatory condition for applying for a residence permit in the following cases:

  • Family reunification

  • Refugee status

  • Resident card

  • Employee residence permit 

  • Retiree residence permit  


Required Level of Proficiency in French

  • The minimum level of French required varies depending on the purpose and duration of the residence permit:

    • Residence permit valid for 2 to 4 years: Level A2 

    • 10-year resident card: Level B1 

    • French citizenship application: Level B2
      These criteria aim to support successful integration into French society.
      French proficiency is crucial not only for daily communication but also for professional interactions and administrative procedures. 

       

  • Who Is Affected by This Requirement?
    Most foreigners applying for a long-term residence permit must demonstrate a certain level of French language skills. Applicants with disabilities or health conditions must also comply with this requirement. Special accommodations may be provided for the exam. If taking the test is impossible due to medical reasons, applicants may be exempted from the language requirement. Applicants over the age of 65 are exempt from the language test requirement.


How to Prove French Language Proficiency
Official ways to prove your French proficiency include: 

  • Certified French Language Tests

    • TCF (Test de connaissance du français)​

    • TEF (Test d’évaluation du français)

    Certified French Diplomas and Certificates

    • DUEF (Diplôme universitaire d’études françaises – level A2 and above)

    • DELF, DELF Pro, DALF (organized by France Éducation International)

    • DCL (Diplôme de compétence en langue – Ministry of National Education)

    • French diplomas issued by the Sorbonne University

    • Professional French Certificate issued by the Chamber of Commerce and Industry of France (in areas such as business, tourism, international relations, healthcare, etc.)

    Recognized Professional Certifications

    • State-recognized professional certifications : CAP, BEP, CFG, etc.

    • Degrees and titles registered in the RNCP (National Directory of Professional Certifications)
      ※ IMPORTANT: Diplomas and certificates obtained outside of France are not recognized for this requirement.

What Are the Current Rules Regarding French Language Proficiency for Foreigners?

Current Language Proficiency Criteria

At present, there are no strict mandatory language level requirements for foreigners in France.
Participation in French language courses is encouraged but not always enforced.

  • French Courses under the Republican Integration Contract (CIR)

    • Foreigners are expected to take up to 600 hours of French classes as part of the Republican Integration Contract (CIR). During this period, some learners manage to communicate effectively, while others continue to struggle with basic exchanges.

  • No Clear Language Requirement After the Courses

    • Even after completing French courses, there is often no clear standard of proficiency. Without structured follow-up, this can lead to difficulties in employment, social integration, and everyday life.
